A Sea of Cement...

While we are about to enjoy some summer vacation days, the sea of cement invading Italy never sleeps.

This is what is resulting from the first report of the National Observatory on Soil Consumption recently presented in Milan.

The scenario depicted in this report is rather discouraging above all because this barbaric urbanization should be considered as one of the most relevant problem hampering a substantial change toward a more sustainable local development.

Often, unfortunately, many local aadministrators in Italy consider construction sector as the simplest path to create jobs and to support local construction firms. They do not consider the huge economic and extra-economic costs of these choices in terms of moonlighting, devastation of evironmental resources, urbanization costs, speculations, landscape and environmental losses, impossibility to use territorial resources for other activities, etc. This sea of cement finally denounces the incapability to deal with the present economic crisis and recession.

Un'Estate al Mare (di Cemento)

Mentre ci prepariamo per goderci le meritate vancanze, il mare di cemento che sta sommergendo l'Italia non va mai in vacanza. Questo è il dato che emerge dal primo rapporto sui consumi del suolo presentato a Milano dall'Osservatorio Nazionale sul Consumo di Suolo (ONCS)

Il quadro che viene delineato è decisamente preoccupante soprattutto perchè l'urbanizzazione selvaggia deve essere considerata come una delle prime cause che di fatto impediscono un sostanziale cambiamento verso forme di sviluppo locale più sostenibili.

Spesso, purtroppo, per molti amministratori locali l'edilizia viene considerata come la strada più semplice per creare qualche posto di lavoro e far lavorare le piccole imprese locali. Non si pensa ai costi economici ed extra-economici di queste scelte: lavoro nero, degrado delle risorse ambientali, alti costi di urbanizzazione, speculazione, perdita di valore dei paesaggi, impossibilità di impiegare le risorse territoriali in altre attività economiche, ecc... La cementificazione massiccia del territorio alla fine è un sintomo di un modo errato di affrontare l'attuale fase di crisi economica.

Un Paese di poveri scommettitori

Mentre l'Istat diffonde dati abbastanza preoccupanti sui livelli di povertà in Italia, continua la "febbre del gioco" in attesa di fare fortuna con un jackpot stratosferico al gioco del Lotto.

Povertà in crescita e impennata nei livelli sul gioco d'azzardo e sulle scommesse. Due fenomeni collegati? Personalmente penso proprio di sì, dato che in un periodo di crisi, ci si affida alla fortuna per poter sperare in un futuro migliore.

Intanto segnalo questo documento CNR "Non solo Superenalotto: italiani a rischio ‘gambling" sulle tendenze degli italiani in materia di scommesse e gioco d'azzardo.

Political "Attractors"

Several times I have written in this blog about the "non sense" pushes which are pending over italian politics both at local and national level: Being involved in politics in Italy frequently can become, for an honest individual, a very frustrating affaire: considering also what is coming from everyday news (ethical degradation, corruption, sex scandals, low profile individuals, no competencies, cinicism, and so on) one can become rather pessimist.

Italian politicians, under so many points of view, often are lagging light-years behind compared to the issues coming for civil society: environment, quality of life, health, security, etc.

On the italian web site "Decrescita" (Degrowth) this interesting document (in italian) has been recently released: in my opinion, it contains many questions and topics to think about. I suggest its reading also to open a wider debate on the suggestions and proposals here presented.

I think that sooner or later, we in Italy will be forced to deal with these issues and I think it's better to face them "sooner" rather than "later" as ususal (when probably it will be too late)...

Gli "Attrattori" Politici

Tante volte ho scritto su questo blog della "perdita di senso" che sta gravando pesantemente sulla politica italiana sia a livello locale che nazionale. Fare politica in Italia può diventare frequentemente per una persona onesta un'impresa frustrante: da quello che la cronaca ci fa vedere di tanti esempi di degrado morale, corruzione, basso profilo, incompetenza, cinismo, c'è veramente di che essere pessimisti.

La classe politica italiana, sotto tantissimi punti di vista, risulta spesso anni luce indietro alle istanze che provengono dalla società: legalità, ambiente, salute, qualità della vita, ecc...

Sul sito di "Decrescita" è stato recentemente pubblicato questo interessante documento che,secondo me, apre moltissimi spunti di riflessione su questi temi. Invito quindi alla lettura ed eventualmente a riflettere sui contenuti e sulle proposte che questo documento espone.

Prima o poi bisognerà fare i conti con queste questioni: e secondo me, è meglio farlo "prima" (che sia troppo tardi)...

Southern Italy

Quite regularly, in Italy as usual explodes the "South Affaire". Italian politicians discover the dramatic problems in southern Italy only when these problems can be exploited for political scopes rather than to analize and solve them.

In this more recent case, some politicians are complaining about the scarcity of economic resources to support southern Italy's development without which, they say, these regions would lag behind remaining separated by the rest of the country by a huge development gap.

It is true that without investments no development can be adequately undertaken. So far, so obvious. But it is important to remind that southern Italy for decades has been receiving an impressive flow of domestic and european financial resources which not only have produced scarce or no development impacts, but in the worst cases they have contributed to heavily "intoxicate" the economic and social system in southern Italy as a whole.

The real problem is thus "how" and "what" to invest, rather than "how much" to invest. The great investments in infrastructures or for the creation of new firms and jobs opportunities finally have fattened up organized crime and a corrupted political class without producing any benefit for local communities. Often this intoxicated development (linked also to a sense of fear, mistrust and cynicism) has provoked immense social, environmental and economic devastations whose evaluation is extremely hard for the presence of high extra-economic costs (not quantifiable in monetary terms).

It is clear that Italy is suffering these distortions as a whole, but in the southern regions these problems often show macroscopic dimensions and features.

Probably and paradoxically, Italian "Mezzogiorno" needs less investments rather than more investments just to break this negative chain of the "Dependence and Favour Economy" which shows always remarkable electoral implications.

Effective and efficient preconditions for a real and sane development should be linked to the reconstruction of a sense of equity and legality, respect of law, transparency and simplification, fighting corruption in local administrations, promoting local talents (often humilitated and marginalized), creating a culture of respect, mutual trust and decency.

But there's nothing like this in sight...

Mezzogiorno di Fuoco


A cadenza periodica esplode in Italia la "Questione Meridionale". Ci si accorge degli enormi problemi del Mezzogiorno solo quando questi problemi possono essere strumentalizzati per fini politici, mai per essere analizzati, affrontati e, sperabilmente, risolti.

In questo caso si lamenta la scarsità di risorse economiche da destinare al Sud senza le quali il Mezzogiorno rimarrebbe separato dal resto del Paese da un gap sempre più incolmabile.
E' indubbiamente vero che senza investimenti non c'è sviluppo. E' fin troppo ovvio. Ma non bisogna dimenticare che l'Italia Meridionale è stata destinataria di un flusso ingentissimo di risorse economiche sia nazionali che europee che non solo hanno prodotto scarsi risultati proprio in termini di sviluppo, ma anzi hanno pesantemente contribuito a "drogare" l'intero sistema economico e sociale delle regioni del Sud.

Il problema non è "quanto" investire, ma "come" investire. Da sempre i grandi investimenti destinati alla realizzazione di infrastrutture o alla creazione di imprese e generazione di occupazione di fatto hanno ingrassato la criminalità organizzata ed una classe politica collusa e corrotta fondamentalmente senza produrre benefici sostanziali per le comunità: spesso lo sviluppo drogato nel meridione (che si lega anche alla paura, alla sfiducia, al cinismo) ha determinato devastazioni sociali, ambientali ed economiche di proporzioni tali da renderne difficile anche una valutazione approssimativa per la presenza di altissimi costi extra-economci non quantificabili in termini monetari.

E' evidente che si tratta di distorsioni che caratterizzano l'intero Paese, ma nel Sud questi problemi assumono spesso dimensioni e connotazioni macroscopiche.

Molto probabilmente, il Mezzogiorno ha bisogno di meno investimenti invece che di maggiori investimenti proprio per spezzare questa "economia della dipendenza e dei favori" che ha sempre dei risvolti notevoli di tipo elettorale.

I veri strumenti di sostegno e supporto al Mezzogiorno andrebbero ricercati nella ricostruzione del senso di legalità, nell'osservanza delle regole, nella trasparenza e nella semplificazione, nella lotta alla corruzione nelle amministrazioni locali, nella promozione e valorizzazione dei talenti locali (che vengono sempre mortificati ed umiliati), nella creazione di una cultura del rispetto, della fiducia e della decenza.

Ma di tutto questo non c'è traccia all'orizzonte...

Arson in Italy


As every summer, the arson' season has arrived in Italy. I'm talking about arson because nobody no longer can believe to the tale of "self-combustion" caused by high summer temperatures.

This problem, having high costs in terms of humen lives, environmental devastations and economic losses, clearly evidences the total lack of a culture of territory in Italy and those strict links between speculation, corrupted politicians and crime (more or less organized).

After all, as mentioned by a major in a town in Sardinia, who still believes that arsonists are only local foolish guys is only a day-dreamer. As long as the "fire business" or the exploitation of fired areas will be more gainful than woods and forrests' management and preservation, there will be nothing to do...

In a country and in a period where anything and anyone can be bought or sold, without this reverse perspective, there will be nothing to do.

The most boring thing for me in discussing this issue is to re-write the same post every summer. And I'm doing the same now. Why I'm doing so? Because I feel that the deeper reasons which cause fires not only have not been removed, but rather they are continuosly enforced.

These devastations are not the effect of a lack of an environmental culture but they must be referred to pathological expressions of hyper-utilitarism and hyper-materialism, which deeply characterize our present society. The same mentality at the base of the widespread illegality in Italy - which hits for example public health, organized crime, waste (mis)management or the systematic destruction of our historical and cultural heritage - is at the base of the forests’ devastations.

In
Italy one can speculate on anything by now and it seems particularly lucrative the speculation on those factors influencing the future of all (environment, security, health, education, etc.). From this, the degradation business finds its sources through the possibility to make easy money from fire extinguishing, forest re-plantation, construction speculations, agricultural land widening, illegal gaming, job creation in emergency squads, use of air and land equipments, etc.

The problem is thus the ethic degradation preceding the environmental degradation to which no replies have been identified yet; it seems rather that in these more recent times the opportunist and cheating culture is even politically very appealing and attractive.


Just think that it's not a coincidence that in Italy arsonists very rarely are identified and arrested and only few local administrations have created a land register of the fired areas (as imposed by a national law).
